West Africa Under Vision 2050 and The Role of Civil Society

Introduction

The West African Civil Society Institute organized a Conference themed: “West Africa Under Vision 2050 and The Role of Civil Society” qat the Abuja Continental Hotel, Nigeria, on 18th-20th March 2024. The workshop was aimed at creating a platform for ECOWAS to present Vision 2050 to civil society across the region, discuss the challenges presented by 2020 and explore the opportunities for for civil society to play a critical role in addressing and contributing to the achievement of the vision.

Day 1: CSOs Analysed Vison 2020; Its Impact, Challenges, Lessons Learnt, and Solutions to the Problems.

On the first day of the workshop, WACSOF and so many other organizations came together to discuss the failures of Vision 2020 and its shortcomings. The first day considered the following.

  • Presentation of the vision 2020.
  • Group discussions about the pillars took place as the representatives made presentations of each group. – The two WACSOF representatives, Mr. Kop’e Dabugat and Nnajihu Lynda joined different pillar groups (to get a feel of each of these pillars as well as contribute to the discussion)

Day 2:

The transition from Vision 2020 to Vision 2050 was discussed as we were joined by the ECOWAS Vice president’s Executive Assistant and other ECOWAS representatives. The discussion was focused on Vision 2050’s goals, objectives, lessons learned from Vision 2020, and way forward, and the following strategic pillars of the Vision were unpacked:

  • Peace
  • Governance
  • Economic integration
  • Transformation
  • Social inclusion.

Below are some of the activities that took place on day two.

  • Presentation/overview of Vision 2050
  • Unpacked vision 2050: goals, objective, and strategic pillars.
  • Speech from ECOWAS representatives about the proposed ECOWAS Vision 2050
  • Group discussions on how civil society can ensure the success of Vision 2050 in West Africa
  • Presentation from individual group in different pillars to align civil society efforts with vison 2050, give key insight and recommendations.

Day 3:

Strategic partnerships for Vision 2050 implementation were discussed, with actionable plans developed by CSOs. Feedback and suggestions were consolidated into a comprehensive document. The main highlights of Day 3 are;

  • Recap of Day 2 proceedings and introduction to Day 3
  • Panel discussion to foster strategic partnership for effective implementation of ECOWAS Vision 2025.
  • WACSOF’s General Secretary, Mr. Kop’ep Dabugat, was one of the panellist who took part in the discussion and he highlighted some key issues as follows:
  • The need for ECOWAS to open more collaborative opportunities to civil society organizations across West Africa – i.e. to create more spaces and opportunities for civil society engagement in ECOWAS agenda
  • The urgent need of concern and intervention by ECOWS in the persistent internal crises/issues in WACSOF
  • An open dialogue between civil society and ECOWAS towards the adoption of a robust civil society engagement strategy for ECOWAS as a whole

Other activities that took place on Day 3 includes;

  • Group discussion of the Vision 2050 pillars
  • Development of actionable plans for civil society involvement in the implementation of ECOWAS Vision 2050 which includes;
  • Setting Priorities and Timelines.
  • Resource Needs and Potential Partnerships
  • Presentation of action plans and feedback for other participants
  • Consolidation of action plans into a comprehensive document

Workshop Highlights/ Outcomes

1. Panel discussion on the issues and solutions of the vision.

2. Networking Opportunities for WACSOF partnerships and alliances with other CSOs and stakeholders.

3. Deeper understanding of Vision 2050 and civil society commitment to achieving its outcomes.

4. Identification of mechanisms to increase civil society contributions to the implementation of Vision 2050

5. Improved civil society understanding of its role under Vision 2050 for better alignment, coordination, resource mobilization, and accountability towards achieving the new vision.

6. Policy dialogue sessions aimed at influencing regional decision-making processes.

7. Increase in WACSOF reputation as a forum for civil societies in West Africa.

8. Capacity-building skills for the enhancement of advocacy and project management.

9. Presentation of CSO initiatives and achievements.

10. ECOWAS acknowledgement of WACSOF.

Conclusion

The conference facilitated dialogue and collaboration, contributing to a more inclusive and sustainable ECOWAS region. Continued collaboration and advocacy efforts are essential for positive change. Sustained collaboration and capacity-building initiatives are crucial for realizing Vision 2050’s goals.

WACSOF’S Visit To The Permanent Mission Of Nigeria To ECOWAS

On Tuesday, January 23, 2024, a delegation from the West African Civil Society Forum (WACSOF) paid a courtesy visit to the Representative of the Permanent Mission of Nigeria to ECOWAS, His Excellency Ambassador Musa Nuhu, at his office in Asokoro, Abuja, Nigeria. The WACSOF team, led by its General Secretary, Mr. Kop’ep Dabugat, engaged in discussions with Ambassador Musa Nuhu regarding WACSOF’s mission, recent activities, and potential collaboration with the Permanent Mission of Nigeria to ECOWAS and the Permanent Representatives Committee (PRC).

During the audience, Mr. Kop’ep Dabugat introduced WACSOF and provided an overview of the organization’s vision, mission, and activities. The delegation highlighted recent WACSOF advocacy efforts, including its stance on the easing of economic sanctions on the Republic of Niger and some press statements issued concerning the illegal dissolution of the National Assembly by the President in Guinea Bissau. The WACSOF team emphasized the importance of collaboration with diplomatic missions and sought collaboration with the Permanent Representatives Committee (PRC) in advancing WACSOF’s mission, particularly within the sphere of ECOWAS activities.


In response, Ambassador Musa Sani Nuhu explained that the Permanent Mission of Nigeria to the Economic Community of West African States (ECOWAS) is one of the One Hundred and Ten (110) Nigerian Diplomatic Missions under the Ministry of Foreign Affairs. He provided insights into the functions and strategic importance of the mission, which is the yardstick of a Nigerian diplomatic entity. He emphasised that Nigeria holds a significant leadership role within the subregion, making the Mission a key diplomatic entity within Nigeria’s international relations and engagements.  He acknowledged the increasingly significant role played by CSOs in diplomatic and international relations and mentioned that the mission had some engagements with civil society organizations (CSOs). Ambassador Musa Sani Nuhu expressed his commitment to include and support WACSOF in its efforts and to explore avenues for collaboration not only with the Mission but also with the ECOWAS Permanent Representatives Committee (PRC) (which Nigeria currently chairs, in advancing the goals of ECOWAS.

In summary, the meeting between WACSOF and the Representative of the Permanent Mission of Nigeria to ECOWAS His Excellency Ambassador Musa Sani Nuhu served as a platform for constructive dialogue and potential collaboration. The exchange of perspectives and the commitment from both parties signifies a positive step towards strengthening partnerships, advancing regional interests, and fostering civil society engagement within the ECOWAS framework.

SUMMARY REPORT OF THE WACSOF RECONNECT

Introduction:
The WACSOF’ RECONNECT Information Session was held on 19th October 2023, where Mr. Kop’ep Dabugat, the General Secretary of WACSOF (West Africa Civil Society Forum), briefed stakeholders on the current happenings within the organization. This report aims to provide a summary of the session and its key highlights.

Summary of Mr. Kop’ep Dabugat’s Briefing:
1.     Background and Appointment:
Mr. Kop’ep Dabugat highlighted that he was appointed to the position of General Secretary with the objective of restructuring the organization. He emphasized the need to address the existing challenges and move the Forum towards a more organized and effective entity.
2.     Key Objectives:
During the information session, Mr. Kop’ep Dabugat identified three primary objectives for WACSOF:
a.    Reorganize the Institution:
The first objective is to reorganize the institution to enhance its operational efficiency and effectiveness. By implementing better management practices, streamlining processes, and promoting transparency, WACSOF aims to improve overall organizational performance.
b.    Regain Partners’ Trust:
The second objective is to regain the trust of partners who have been involved with WACSOF. By addressing any past issues and ensuring clear and effective communication, WACSOF intends to restore strong and reliable relationships with its partners.
c.     Organize the People’s Forum:
The third objective is to organize the People’s Forum. Mr. Dabugat stressed the importance of engaging with all WACSOFs stakeholders by organizing in the shortest time possible the People’s Forum which is the Organization’s General Assembly to give room for their active involvement indecision-making processes.

3.     Action Plan:
Mr. Kop’ep Dabugat outlined a comprehensive action plan to achieve these objectives:

a.    Strengthening Management Capacity:
This aspect of the plan focuses on enhancing the management capacity of WACSOF. Specific measures include strengthening the regional secretariat, reactivating National Platforms, resolving any issues with the former Secretary General, and organizing the People’s Forum.
b.    Increasing WACSOF’s Visibility:
The second part of the plan emphasizes the need to increase WACSOF’s visibility in addressing regional integration and development issues in West Africa. This will be achieved through strategic communication efforts, such as strengthening communication infrastructures and engaging with media through chats, conducting regular press briefings, and dissemination of useful information to assist civil society engagement around regional integration and development in West Africa through publishing of informative newsletters and information packages.
c.     Reengaging and Strengthening Partnerships
The third part of the action plan aims to reengage and strengthen partnerships with WACSOF’s traditional partners, including ECOWAS, the Ford Foundation, GPPAC, WACSI, as well as establishing collaborations with new partners. This collaboration will enable WACSOF to leverage shared resources and expertise to drive meaningful change in the region.

4.     Participants’ Support and Advice:
During the session, participants expressed their support for Mr. Dabugat’s efforts in restructuring WACSOF. They commended his vision and committed to assist in achieving the outlined objectives. Moreover, they provided valuable advice on strategic approaches to proceed, offering suggestions on areas such as governance, resource mobilization, and advocacy techniques.

Conclusion:
The WACSOF’ RECONNECT Information Session provided valuable insights into the current state of the organization and the vision for its future.
