WACSOF and Yar’Adua Foundation Explore Collaborative Efforts to Strengthen Civil Society in West Africa.

Abuja, Nigeria — October 21, 2024.
On October 21, 2024, a delegation from the West African Civil Society Forum (WACSOF), led by Acting General Secretary Mr. James Ugochukwu alongside WACSOF Communication team Mr John Okoreni and Miss Lynda Nnajihu, engaged in a productive working visit to the Yar’Adua Foundation in Abuja. The meeting, held with Mr. Amara Nwankpa, the Foundation’s Director of Partnerships and Development, aimed to discuss potential collaboration between the two organizations to bolster civil society initiatives across West Africa in line with ECOWAS 2050 Agenda

During the meeting, Mr. Ugochukwu provided an overview of WACSOF, which acts as the umbrella body for civil society organizations in the region. Established in 2003 with the backing of the Economic Community of West African States (ECOWAS), WACSOF is committed to complementing ECOWAS’s Vision 2050 goals focused on ECOWAS of the people, peace and security. Acknowledging past challenges within WACSOF, Mr. Ugochukwu emphasized his dedication to repositioning WACSOF as a vital platform for engagement between ECOWAS and civil society in the West African region.
WACSOF operates across six thematic areas aligned with key development issues and the Sustainable Development Goals (SDGs), and Mr. Ugochukwu expressed a strong desire for the organization to regain its visibility and influence in the region, especially in light of the newly launched West African Democratic Fund, which opens new avenues for project support.

He clarified that WACSOF’s mission extends beyond aggregating civil society organizations (CSOs); it also involves advocating for ECOWAS policies and initiatives at the grassroots level. He pointed to an upcoming advocacy initiative aimed at eradicating child marriage in collaboration with WLDALF – AO as a prime example of WACSOF’s proactive approach.

Mr. Nwankpa expressed admiration for WACSOF’s mission, as a platform which amplifies the voices and advocacy efforts of civil society across the West Africa region. He shared initiatives aimed at strengthening WACSOF. He expressed the need for a strong solidarity network to be built within the region which can be leveraged on to drive regional policies.
Additionally, Mr. Nwankpa urged WACSOF to actively engage with the ECOWAS Authority and of Heads of Government by enhancing the visibility and significance of WACSOF’s advocacy efforts in front of key state leaders.

The Yar’Adua Centre reaffirmed its commitment to collaborating with WACSOF on rebuilding networks among civil society organizations.
Both parties expressed optimism about the collaboration potential, emphasizing the critical role of solidarity among civil society organizations in the West African region. WACSOF and WIDALF AO Join Forces to Combat Child Marriage and Empower Women Farmers in West Africa

On the 4th of June 2024, a pivotal partnership meeting between West African Civil Society Organizations Forum (WACSOF) and Women in Law and Development in Africa — Afrique de l’Ouest (WIDALF AO) took place, shining a light on regional advocacy projects aimed at eradicating child marriage in West Africa and empowering women farmers in Burkina Faso. The meeting, graced by Mrs. Kafui Adjamagbo, the Coordinator of WIDALF AO, marked a significant moment as she expressed WIDALF AO’s eagerness to rekindle its bond with WACSOF, an organization she had been instrumental in founding and leading as the 1st President.

During the event, the WIDALF AO’s Program Officer, Mrs. Affiwa Aveali Aziabru, detailed the advocacy initiatives undertaken by WIDALF in Togo and Mali over the past two years, with the successful creation of “Girls not Bride” movement focusing on capacity building, mobilization, and awareness campaigns targeted at empowering young girls and involving multiple stakeholders, including media, civil society organizations, and influencers in advocating for the rights and well-being of the girl child.

One of the key highlights was the plan to expand these advocacy efforts regionally by engaging the ECOWAS Commissioner in charge of gender issues to support the ECOWAS roadmap for ending child marriage. WIDALF AO’s active participation in shaping and implementing this roadmap positions them as key players in driving its sustainable execution, with WACSOF being identified as a valuable partner in this endeavour.

The advocacy project encompasses a strategic three-step approach, starting with meetings with the ECOWAS Commissioner on gender issues, followed by consultations with women and child rights organizations based in Abuja, and culminating in a press conference to amplify the message. A forthcoming technical meeting is slated to delve into crucial details such as concept notes, budget allocations, agendas, and attendance at the upcoming conference in Abuja, all aimed at ensuring the success of the project.

The General Secretary of WACSOF, Mr. Kop’ep Dabugat, expressed the organization’s firm support and readiness to collaborate with WIDALF AO on the project, leveraging its past experiences in combating child marriage to advance the cause.

Additionally, the empowerment program for women farmers in Burkina Faso, funded by Oxfam, underscored the commitment to amplifying the voices of local women involved in milk production. The advocacy’s core focus on securing land ownership rights and access to credit for women farmers highlighted a crucial step towards fostering their economic autonomy and growth. The plan to extend this advocacy to the regional level, coupled with engaging the ECOWAS Commissioners on gender issues and on agriculture, spoke to the ambitious yet necessary goals set forth by the partnership.

The meeting not only set the groundwork for collaborative endeavors between WACSOF and WIDALF AO but also underlined the shared vision of driving impactful advocacy initiatives. In essence, it served as a cornerstone for future collaborative efforts and paved the way for transformative advocacy projects that aim to better the lives of women and child in West Africa. AMB. ADEREMI AJIBEWA A PROMINENT POLITICAL AFFAIRS EXPERT, CIVIL SOCIETY ENTHUSIAST AND INTERNATIONAL RELATIONS SCHOLAR VISITS THE WACSOF SECRETARIAT

Abuja – 08/05/2024. Ambassador Aderemi Ajibewa (PhD, fspsp, ficmc, ficm), a prominent Intellectual, political affairs expert and civil society enthusiast in West Africa, made a momentous visit to the Regional Secretariat of the West African Civil Society Forum (WACSOF) on Tuesday, May 7, 2024. Amb. Ajibewa, currently an Ambassadorial Fellow with Nigeria’s National Institute for Policy and Strategic Studies (NIPSS), visited the Secretariat of the West Africa Civil Society Forum (WACSOF) in order to explore the possibility of partnerships between NIPSS and WACSOF. Along with that, he came with encouragement to share with the WACSOF Secretariat team on the need for them to stay focused and work hard in strengthening the organization.

During his visit, Amb. Remi was warmly received by the WACSOF General Secretary, Mr. Kop’ep Dabugat, in his office, where they agreed to explore possibilities for joint activities around the strategic role that Nigeria can play in strengthening political stability across West Africa. Here, the natural regional leadership of Nigeria stood as a key factor in ensuring stability within the region, and is seen as a strategic asset for the country.

In addition, they also discussed the need for an effective WACSOF, while emphasizing the need to enhance its organizational structure for increased effectiveness in mobilizing West African CSOs on regional issues. Here, Dr. Remi stressed the importance of establishing clear institutional mechanisms and processes within WACSOF. He also stressed the need for the organization to be seen as proactively addressing burning issues within the regional context. He highlighted the critical role that CSOs play in complementing and supporting the agenda set forth by ECOWAS and its Member States, while recollecting the very important role that civil society through WACSOF has played over the years.

While departing, Dr. Ajibewa also committed to avail his expertise and experience at any point in time to assist WACSOF in its journey to reemerge as a more robust and efficient platform for CSO mobilization in West Africa. His pledge to provide guidance and support underscores his dedication to advancing the collective goals of the region and strengthening the voice of civil society in shaping the future of West Africa. Dr. Ajibewa’s visit was very instructive in encouraging the WACSOF Secretariat Team as a whole.

Ambassador Remi is a PhD holder in Politics and International Relations from the University of Lancaster, UK. He has played several important roles within the political and diplomatic circles, the Academia and the civil society spaces, in West Africa. These include: Director of Political Affairs in ECOWAS, Coordinator of Research and Advocacy as well as Senior Research Fellow at the Centre for Democracy and Development (CDD) in London. In recognition of his meritorious service to his fatherland, he was appointed Ambassador in-situ by President Muhammadu Buhari, GCFR, on December 18, 2020.

Courtesy Visit By The West African Civil Society Forum (WACSOF) To The ECOWAS Commissioner For Political Affairs, Peace and Security (PAPS), His Excellency Ambassador Abdul–Fatau Musah On 26th February 2024 At His Office To Discuss Partnership With ECOWAS As Its Key Partner

The WACSOF team led by its General Secretary, Mr. Kop’ep Dabugat, took the opportunity to recall the origin of the organization emphasizing WACSOF’s role as a complement to ECOWAS in engaging civil society at various levels.

During the visit, Mr. Dabugat highlighted several challenges that WACSOF has encountered since its establishment, pinpointing certain weaknesses in institutional design and organizational development. He also pointed out issues with the Executive Committee’s oversight functions and a lack of adequate financing, illustrating the negative impact of these challenges on WACSOF’s ability to fulfill its mission as the umbrella organization for civil Society Organizations (CSOs) in the region.

Of particular concern was the persistent issue involving the former General Secretary, Mr. Komlan Messie. Mr. Dabugat elaborated on the circumstances leading to Mr. Messie’s suspension and subsequent sacking as WACSOF’s General Secretary, urging the PAPS Commissioner to intervene and help resolve the lingering crisis.

In response, the ECOWAS Commissioner of Political Affairs, Peace and Security Ambassador Musah acknowledged the fact that WACSOF has been suffering of structural deficiency since inception and because of that, the same problem keeps repeating itself. In another development, Commissioner Musah stated that WACSOF left its original raison d’être as coordinator of civil society networks in West Africa to compete with other CSOs, which needs to stop going. He further revealed that he was surprised at WACSOF’s absence during ECOSSOC – WA’s discussions. However, the Commissioner committed to continued engagement with WACSOF towards a lasting solution to the internal turmoil within WACSOF.

The WACSOF team, comprising the General Secretary Mr. Kop’ep Dabugat, the Communication Officer Mr. John Okoreni, officials from the Nigerian Platform Dr. Sanwo David Olatunji, the National Coordinator, Mr. Omang Dave, the Communication Lead demonstrated a proactive approach in addressing the challenges faced by the organization, seeking constructive dialogue and solutions with ECOWAS representatives. The outcome of this meeting reflects a commitment to reviving and strengthening collaboration between WACSOF and ECOWAS.
